The sole issue in this case is whether a juvenile charged with an offense under the Juvenile Justice Act of 1977, RCW 13.40, is constitutionally entitled to a jury trial. RCW 13.40 is part of a comprehensive revision of the juvenile justice system. RCW 13.04.021(2) provides: "Cases in the juvenile court shall be tried without a jury."
