In re CERTIFICATION UNDER ARTICLE V, SECTION 9, FLORIDA CONSTITUTION, TO REDEFINE APPELLATE DISTRICTS AND TO INCREASE the NUMBER OF JUDGES ON THE DISTRICT COURTS OF APPEAL.

PER CURIAM.
