Stat. 1977, ch. 110 1/2, par. 16-1), petitioning for a citation against Ms. DeKoekkoek's former attorney, Richard C. Moenning. The petition alleged that Moenning knew that Ms. DeKoekkoek was incompetent when she retained him, that he charged...
