This is an appeal from an order of the trial court dismissing an action for declaratory judgment brought by members of the Board of Trustees of the Police Pension Fund of the City of Evansville and by the attorney employed by the Board. The Board which consisted of plaintiffs-appellants Richard Morris, Thomas Gaslin, Clarence Schiff, Bill Goff, Robert Overby, and LeRoy Mentzel, sought a declaratory judgment that it had the authority to hire and pay...
