Appellee Dennis Bleeker was discharged from employment with the Flagstaff Fire Department on September 9, 1975. He appealed to the Personnel Board of the City of Flagstaff (the Board), which sustained the termination. Bleeker then filed a special action in Coconino County Superior Court. Judgment was entered on May 12, 1977, in favor of Bleeker on the ground that he was entitled to a pre-termination...
