Edwards, an inmate at the State Correctional Institution at Rockview, Pennsylvania, filed this action pursuant to 42 U.S.C. § 1983 alleging that the defendants White, Caskey, Day, Wilson, McCullough, Beard and Mazurkiewicz violated his constitutional rights by subjecting him to disciplinary sanctions because of his alleged possession of a petition seeking the removal of a correctional officer at Rockview.
