Defendant appeals from a decision of the Wayne County Circuit Court granting summary judgment to plaintiff.

The sole issue before this Court concerns the constitutionality of 1978 PA 164. This act amended various sections of the Revised Judicature Act, MCL 600.101 et seq.; MSA 27A.101 et seq., to create new circuit and district judgeships.
