This is a dependency and neglect proceeding brought under the juvenile code (K.S.A. 1977 Supp. 38-816 et seq.). The sole issue raised on the appeal is whether the petitioner, who was not the parent, legal guardian or conservator, or custodian of the neglected child, could be ordered to pay a portion of the court costs in the proceeding.
