The question we are asked to decide is whether the Michigan Handicappers' Civil Rights Act1 (HCRA) requires the special education program of a public school district to render "medical" services to a handicapped child when such care is a condition of the child's ability to attend the program.

The trial court decided in the negative, and defendants' motion for summary judgment was granted pursuant to GCR 1963, 117...
