The Montgomery County Council (sitting as the District Council for the Maryland-Washington Regional District) rejected appellant's1 application to rezone certain property from R-60 (one family, detached residential) to C-3 (highway commercial). The Circuit Court for Montgomery County affirmed that decision, and appellant has appealed.
