This case is before us on appeal by the plaintiffs from a judgment of the Superior Court upholding the validity of an ordinance imposing a charge for sewer use insofar as such charge is imposed upon those who utilize the sewer system. The Superior Court held invalid that portion of the ordinance which purported to impose a charge upon nonusers. This latter ruling is not challenged in this appeal. Therefore we consider only the...
