Edward Shablowski is the owner of certain waterfront property located on the Indian River. In 1963 and 1964, Shablowski purchased from the trustees of the Internal Improvement Fund (Trustees) several parcels of submerged land, which were located adjacent to his, above-mentioned, waterfront property.
