Appellee is an Atlanta police officer. He became a target of the investigation into the 1975 Atlanta Police Department promotional examination "cheating scandal." After a preliminary investigation, appellee was ordered by the police commissioner to submit to a polygraph examination pursuant to General Order 17 of the Bureau of Police Services.
