This is a proceeding to review decisions of the Workers' Compensation Appeals Board (hereinafter Board) denying disability benefits to petitioner (hereinafter Keeton) for two separate claims.

Keeton (who was born in 1942 and was a deputy sheriff in Kern County) claims to have sustained two "specific injuries" to his left knee. The first occurred on January 29, 1971 (case No. 76 BA 19018, hereinafter 19018...
