The condemning authority and the owner each assert that the opposing party committed procedural irregularities in this condemnation proceeding. The State, the condemning authority, moved to vacate the circuit judge's assignment to a county condemnation commission to determine compensation on the ground that the owner's application for assignment was a nullity.
