On January 23, 1978, the common council of the city of Bridgeport, pursuant to § 29 of the Bridgeport city charter,1 enacted an ordinance increasing the annual salaries of thirty-nine elected and appointed city officials. The ordinance went into effect on January 24, 1978, upon being signed by the mayor of the city. Salaries were thereafter paid in accordance with the new schedule2 in the ordinance...
