OPINION

HOWARD, Judge.

Appellee Lichtenstein received a traffic citation for making a left-hand turn in her automobile onto Third Street, which runs east and west, from Tucson Boulevard, which runs north and south, in violation of traffic control signs reading "No Turn" and "Do Not Enter". This portion of Third Street, is the main bicycle route to the University of Arizona and the City of Tucson has passed ordinances and posted signs prohibiting automobiles...
