OPINION BY JUDGE WILKINSON, JR., September 28, 1979:

This is an appeal from an order of the Pennsylvania State Horse Racing Commission (Commission) which imposed a fine of $500 upon petitioner, a horse trainer for violation of the Rules of Racing. We affirm.
