The plaintiff, city of Boston, commenced this action pursuant to G.L.c. 150C, § 11, seeking to vacate the award of an arbitrator who had ordered the Boston police commissioner to reissue a service revolver to a police officer, a member of the defendant Boston Police Patrolmen's Association, Inc.
