The State Accident Insurance Fund (SAIF) appeals from an order of the Workers' Compensation Board ordering payment of temporary total disability compensation to claimant for a period during which she received payments directly from her non-complying employer and, further, ordering SAIF to pay a penalty and attorney's fee for unreasonable delay in making payment.
