On February 12, 1977, Andrew Westdahl was operating a motor vehicle which struck a pedestrian. He was arrested by Officer Charles of the Bethel police and charged with violating a city ordinance prohibiting the possession of open bottles of alcoholic beverages by intoxicated persons in automobiles.1 Westdahl entered a no contest plea to the charge and was fined forty dollars.
