This appeal arises from dismissal of a suit brought in the district court for declaratory and injunctive relief against the Administrator of the Federal Aviation Administration (FAA). Appellant Charles M. Loomis seeks to enjoin revocation of his medical certificate, and to require the FAA withdraw cancellation of his pilot's license.
