OPINION AND ORDER

TORRUELLA, District Judge.

Plaintiff has brought this action pursuant to the provisions of 28 U.S.C. §§ 1331 to 1343, and 2201 and 2202, seeking injunctive relief and damages under 42 U.S.C. §§ 1981, 1983, 1984, 1985 and 1986.
