The director of labor is before us on appeal from a decree of the Workers' Compensation Commission affirming a trial commissioner's grant of benefits from the Second Injury Indemnity Fund to the petitioner, John F. Healy (Healy). The crucial portion of the director's appeal is his contention that the applicable statute of limitations1 bars the grant.
