EISELE, District Judge.

Pending before this Court is plaintiffs' motion for attorney's fees. This case concerned a challenge to the constitutionality of certain Arkansas statutes that prohibited the solicitation by optometrists of the sale of eyeglasses. A consent order was entered declaring the statutes to be unconstitutional and enjoining their enforcement by defendants, which included, at that point, the Arkansas State Board of Optometry...
