The original indictment charged that these appellants, along with eleven other defendants, were members of a large conspiracy to import heroin from Thailand into the United States. The first count of that indictment charged that one Charles Praetorius, brother of Frederick Praetorius, one of the instant appellants, had organized and managed a series of violations of the narcotics laws.
