The plaintiffs, John Millard Boothe and Mable Boothe, bring this suit for damages arising out of the construction of a navigation project which allegedly inundated a portion of the plaintiffs' land and obstructed the use of a passageway by the plaintiffs which led to a public road. The defendants in the case were Louisiana Department of Public Works, the Corps of Engineers, and the Catahoula Parish Police...
