Roger Andrew Brooks, the appellant, was convicted by a jury in the Circuit Court for St. Mary's County (Mattingly, J.) of two motor vehicle violations: 1) driving while ability impaired by alcohol, Md. [Transp.] Code Ann. § 21-902 (b) (1977); and 2) speeding, Md. [Transp.] Code Ann. § 21-801 (1977). He was fined $500 for each offense and was sentenced to a two-month...
