ERVIN, Judge.

The policy action taken by St. Johns River Management District was emerging, not established. The order entered by the District sufficiently explicated the policy taken. See McDonald v. Department of Banking and Finance, 346 So.2d 569 (Fla. 1st DCA 1977). Finally, the evidence does not show that the District should be estopped from establishing a one-inch drainage limitation.

Affirmed.
