After carefully considering the briefs and record on appeal, we hereby adopt the final judgment entered by the trial court as the judgment of this court except for that portion of the final judgment determining that there was no evidence to support a federal constitutional issue involving a violation to the Interstate Commerce Clause. We decline to pass upon this issue since it was not raised by the pleadings...
