ORDER

WM. MATTHEW BYRNE, Jr., District Judge.

Section 8 of Act 105 of the 1978 Session Laws of the State of Hawaii ["Section 8"] authorizes the issuance of administrative inspection warrants, upon a sworn affidavit showing "probable cause," to search the offices and records of Medicaid "providers." A "provider" is a person or institution authorized to provide health care, suppliers or services to beneficiaries of medical assistance.1
