Near the close of the 1976-77 school year, officials of the Noblesville School System indicated to teacher Clara Cornell that she would not be offered a contract for the next school year as a result of her numerous tardy arrivals to work. At the suggestion of school officials, Cornell tendered a letter of resignation effective the final day of the 1976-77 school year. She then filed a claim for unemployment security benefits.
