This court has been petitioned to over-turn part of an Order of the Board of Zoning Adjustment denying a special exception. We affirm.

The special exception would have permitted, in a residential district,1 extensions of nonconforming office uses from the first floor of 304-306 Independence Avenue, S.E. to the second floor. Petitioner is the owner of the two-story building which has two distinct addresses...
