The trial court dismissed appellant's complaint for libel with prejudice. The District of Columbia had defended on three grounds: (1) appellant did not comply with the notice requirement of D.C.Code 1973, § 12-309; (2) his pleadings did not satisfy the requirements of Super.Ct.Civ.R. 8(a), 8(e)(1) and 10(b); and (3) the District, in any event, has absolute immunity.
