I. Posture of Case:

The petitioner was convicted of first degree murder in the Criminal Court of Baltimore and was sentenced to life imprisonment on February 28, 1971. This is petitioner's fourth petition for habeas corpus relief. Petitioner is now alleging that trial counsel incompetently failed to investigate and present evidence at trial and at a suppression
