This case involves the application of the Land Conservation and Development Commission's (LCDC's) Statewide Planning Goal 3 "to preserve and maintain agricultural lands" as that Goal relates to the subdivision of 82 acres of agricultural land in Clatsop County. The Board of Commissioners of Clatsop County approved a proposed plan to divide that land into 6 parcels ranging in size from 10 to 20 acres. Petitioners are two local residents who challenged...
