STAPLETON, District Judge:

Richard Knotts ("Knotts") was dismissed from his employment with the Department of Transportation of the State of Delaware ("the Department") in August of 1978. Knotts subsequently brought this action against the Department and against George Jarvis ("Jarvis")1 and Alexander Slater III ("Slater") in their official capacities as the Secretary and Personnel Director of the Department, respectively...
