This appeal is brought by Roy Edward Hall, an Arkansas state prisoner, seeking attorney fees denied by the district court in a civil rights action brought under 42 U.S.C. § 1983 against Dr. Carl Adams, a physician employed by the Arkansas Department of Corrections.
