This case involves the rezoning by the City of Portland of a 601-acre parcel of undeveloped land in the northwest part of the city from R-20 (single-family residence — 20,000 square feet) to R-10 (single-family residence — 10,000 square feet). The trial court upheld the rezoning. On appeal by opponents of the rezoning decision, the Court of Appeals held that the decision was quasi-judicial and was, therefore, properly
