This case comes before us on a petition for certiorari from a judgment of the Superior Court which reversed decisions by the Rhode Island State Labor Relations Board (the board) ordering an election and requiring the North Providence School Committee to bargain with representatives of a group of employees who perform crossing-guard duties.
