The twenty-one defendants in this action have been charged pursuant to 16 U.S.C. § 703 and 50 C.F.R. § 20.21(i) with hunting migratory waterfowl over a baited area. Under 16 U.S.C. § 707, each defendant if convicted is subject to a fine of up to $500, imprisonment for up to six months, or both.
