Honeg (applicants) filed a verified "Petition For Approval to Participate in Management and Ownership of Motor Carrier" before the Illinois Commerce Commission (Commission). The applicants alleged that they were petitioning the Commission pursuant to section 18-309(c) of the Illinois motor-carrier-of-property law...
