This case is a combination of claims under the Federal Tort Claims Act, 28 U.S.C. § 2671 et seq., and the Civil Rights Act of 1871, 42 U.S.C. § 1983. Plaintiffs claim the various defendants caused plaintiffs to be arrested and prosecuted for bank robbery without probable cause.
