PER CURIAM:

Since the Fall of 1978 this Court has been considering the question of whether laymen should be appointed to the Commission on Practice of the Supreme Court of Montana and has been researching the experience of other states where laymen serve on such disciplinary commissions. Thereafter, the 1979 Session of the Montana Legislature duly passed Senate Joint Resolution # 27 urging this Court, among other things, to appoint laymen to said Commission...
