The appellant, Cammie K. Harmon, appeals from a decision of the Secretary of Health, Education and Welfare denying black lung benefits. The claimant is a retired coal miner with a sixth grade education and over 20 years of coal mine employment. After his initial request for black lung benefits was denied, the claimant requested and was granted a hearing before an administrative law judge.
