The Kentucky Registry of Election Finance, hereinafter referred to as "Registry," appeals from a declaratory judgment which held that the Louisville Bar Association, hereinafter referred to as "Bar Association," could publish the results of its judicial qualification poll, with certain restrictions, by use of an advertisement paid from its corporate funds.
