Petitioners commenced this proceeding in New York Supreme Court, County of Erie. The petitioners are the Buffalo Teachers Federation ["BTF"] and certain named individuals. The respondent is the Board of Education of the City of Buffalo ["Board"]. On September 5, 1979, the Honorable Joseph S. Mattina issued an order to show cause and temporary restraining order restraining the Board from taking any action contrary to the New York State Education...
