McGIVERIN, Justice.

The question here is whether an unemployment compensation claimant, William F. Franklin, must repay to respondent, Iowa Department of Job Service, benefits erroneously overpaid. In a judicial review proceeding, district court ruled that the overpayment need not be repaid and that amounts collected toward satisfaction of the overpayment be returned. We reverse and remand.
