Appellee Edward Ray Garner brought this action in the 74th District Court of McLennan County for a writ of mandamus commanding appellant, Joe Edd Grimm, Justice of the Peace, Precinct 3, of McLennan County to comply with the provisions of the Texas Speedy Trial Act for criminal cases and grant appellee's motion to set aside a criminal complaint filed in the Justice Court against appellee.
