GALLAGHER, Associate Judge:

This tort suit presents two questions concerning the interpretation of the Federal Employees' Compensation Act (hereinafter FECA).1 The first question is whether the injury suffered by appellant is outside the scope of FECA so that she is not barred by the exclusivity provision2 of that Act from suing her employer for negligence which allegedly caused her injury.
